If you have 1-3 passengers then the small kit will be required, for vehicles carrying 1-8 passengers a medium will be needed and 1-16 it will be the large. For buses and coaches of over 17 passengers you would need 2 of the large kits, if you have multiple levels it is recommended to have more than 2 kits.
